Perpetual war?

What's everyone take on a perpetual war?
Now that we can exempt certain members from participating (IE: Low levels/crafters), we can pretty much do any kind of guild war without retribution. Members who don't want to participate can simply tag themselves as "war exempt" without having me set it.
Basically, it seems like there's a number of guilds who have a perma-guild war set up. Sort of like a server war. We'd only put Rebel guilds on our enemies list, but what's everyones opinion of that?

could you post a link to a guide please lexx to show how to use war commands ? (sorry if you have and i missed it)
I would like to join in some days and others maybe not
