He was in all actuality a war prime minister. It could almost be said that he singlehandedly carried the British people through that war. When his ability as a politician was called into question he failed miserably and was crushed in the election of 1945. He was a bit of a social darwinist, that is to say he did not believe in widespread social security and welfare. The British people, especially the veterans felt abandoned and betrayed. Good luck finding any programs he created that benefited the people. You may want to look at Churchill's third term as prime minister in the 1950s. If he made any programs that benefited the people you would find them there.
