Next election in Bestine everyone vote for Victor

When the next election comes in Bestine ( I dont have any clue when it is or how often they are) Everyone vote for Victor if he whens he will randomly give you 1 of 3 items one of them being an Imperial Banner. If lots of people vote we will be sure to win and get a few Banners to hang in buildings around Fort Oasis
