Daiho, does Fort Nar Shadda have any abandoned homes? I'd suspect not, since it's such a new city.

Is that one owned by Mikal (would have Zaitzev somewhere in name probably)? If so, he lost his citizenship when Daiho won the election, so therefore that house would already not be counting towards the city rank.
