I would recommend the creation of a new 'activity schedule'. With the latest loot introduced to Heroics, I've already been approached by members to run Heroics more often. Unfortunately, creating a schedule that everyone can do is very, very tough. Mondays-Wednesdays seems to be occupied by GCW grinding, Fridays and Saturdays tend to be used for RP, I would recommend Sundays and Thursdays be used for Heroics.
Thoughts?
In addition, if we create a new schedule, it is up to EVERYONE to uphold it; meaning it is the obligation of all the Councilmen to make it his first priority to see that the daily activities are being fulfilled. In the past, these schedules were created by one individual and were viewed at "Councilman X's schedule" and if he wasn't around, those activities didn't get done and people became disgruntled. Basically, everyone had to agree to share the initiative.

I agree, a new schedule needs to be worked out.
Thursdays and Sundays should work well to be honest, at least for me. Hopefully most members are active during those evenings for heroics.

I believe it's better to have a schedule, so people can plan/expect activities to happen. Otherwise, without a schedule, people become disappointed because "no one wants to run heroics/PvP/etc". I've heard this time and time again, and frankly, the only way to prevent this is with a schedule.
