Greetings Venin,
I understand your concerns for this situation. There are currently mechanics in place that allow for a mayor to miss one election cycle and still retain their incumbency when another player runs for mayor so as to protect cities from this kind of usurping of player cities, however if this happens twice in a row, the mayor will be voted out and the new mayor can do whatever they'd like with the city. If a city fears that this might happen to them, then I would suggest they vote in a new mayor and become more proactive regarding the election system. As long as the Citizens are concerned and do not allow a city to be taken over, it will not. In all other cases in which a city is taken over however, Customer Service cannot step in to interfere. Ok, maybe Carova isn't out the woods yet. Based on reading that again, it appears that if Te'he didn't register for the election before this one (and won), then the CSRs still can't do anything about it. I don't believe she did.
