Well this is hard to say. Typically, I would like to say it consists of the surplus credits in the Fort Oasis city hall treasury, as well as any credits stored in the guild hall maintenance treasury. As for an exact amount, it's hard to say.

It's hard to allocate funds for projects without a conservative estimate.
