What to do, what to do?

Remember the server transfers back in February (or March), and how the brought all these new folks to Starsider? Well, one of these groups, SD-O from Kette, were looking for an Imperial city to move into. With the impending house pick-up, I contacted their leader 'Kaliban, and asked him to move into Fort Keen. He said no, so I bid him well. Less than a week later, I see him building literally within 200 meters of Fort Keen. Red flags go up, I contact him. Common sense (and etiquette) should have dictated you don't refuse an invitation and then move on to your host's back door step. I was blunt with him. But, we continued on our way. Interestingly, we wouldn't talk again until the March events and talk of me moving into SD-O.
Long story short, I received a message from him on the Imperial SSG Forum. Now that his town, Imperia, has grown to Rank 3 and Fort Keen, to Rank 5, he would like to form an Imperial RP 'district'. With Fort Keen representing the 'military' side and Imperia representing the 'cultural' side. I didn't give him a direct answer, merely suggesting that I'd like to hear more. But, it just seems kind of odd that this guy wanted nothing to do with me (or Fort Keen) for the longest time and then all of a sudden he pulls a Bill Clinton on me. (Ignores you when you're unimportant and then becomes uncomfortably chummy when he needs you.)
On the one hand, this could be great. On the other, as Dila'ae and Ruh both acknowledged, Kaliban's an opportunist. I would hate to find myself in a position that I can't back of anything.
Am I worrying too much? Or is this an a non-issue?
