had to deny Corvallon in FV

He wanted to place a hospital in FV with his alt. i was all for it until i met his alt legent who is a rebel doc. i couldnt allow him to place a reb hospital in an imp fort...he wants to rp there and i think it would hurt the imperial integrity of fort victory
