Unless the answer is buried in one of the prequal books that I haven't read yet, no one but George really knows. You could make the assumption that Sifo-Dyas was really Darth Sidious, in which case Vader kills him in ROTJ. The only thing we truly know about Sifo-Dyas is that he died 10 years prior to Episode II, which puts him in the time frame of Episode I. That does make him part of Sidious' plan, but not necessarily Sidious homself.

In another direction, Sifo-Dyas could have been Sidious' apprentice before Darth Maul. But it is still unknown how he dies.

The answer is Count Dooku, he killed him so he could reprogram the clones, and was also the one who deleted Kamino on the Jedi Archive database so nobody would find it, because Sifo-Dyas was the one who began the creation of the Grand Clone Army, and then hired Jango Fett to be the one cloned.

Seriously, that's the one thing I think Episode II didn't follow up on; the whole Sifo-Dyas thing. I mean he get's mentioned as ordering the clone army and dying around Episode I, but that's about it. To me, if you're the one who orders the clone army, you deserve a bit more than what was given.

Yeha, I already knew I was wrong, but it is still speculation that it was Dooku. We're never actually told this by George.
