Question about TCG

Perhaps someone knows the answer. I used to get TCG packs on unsubbed accounts, but now I do not. Question:
1) do you not get packs any longer on unsubbed account?
2) do you accumulate the packs but not actually get them until you sub again?
It is possible that #2 is true because I don't know that I actually checked for packs on an unsubbed account before. I do however know that I accumulated packs on an unsubbed account at one time. Was just wondering if someone knew the answer.
