Heavy Weapons Changes

DevEJ and myself have looked at the issues surrounding heavy weapons and have come up with a compromise that should make both sides of the coin happy.
All secondary hits (free double damage on every hit) have been removed from all heavy weapons
Splash damage % is scaled down from the epicenter of the attack (center of the reticle has most splash damage, edge of reticle has minimal splash damage)
Commando damage bonus when holding any heavy weapon has been increased by 50%
Heavy weapon DOT damage for Commandos has been increased
Heavy weapon DOT duration for Commandos has been doubled
Commandos now have a chance of landing a "devastating" attack with any heavy weapon. Devastation causes double damage.
All changes are subject to revisions.
