Well it depends...it's just that most senators are useless. Rarely have a clue really and don't do much.
I remember playing with the very first Spy senator...now he was cool
He could do 18k+ crit hits with one attack. If all senators knew what they were doing like he did they might've been more effective 
And yes it's a popularity contest...like the light jedi counselor thing way back when.
