R.I.D BASE OF OPERATIONS

I'm new to fort RID and really want to place down my first house in Fort Oasis, but only a member of the milita or the mayor can help me place it. How can I go about getting a house placed

Should someone else put down a house and then put me on the admin list or should I simply wait until I see lexx or someone in game to hand them a deed to put down?
