REGAL CONSTITUTION (SWG Edition - DEFUNCT)
Posted: Sun Feb 20, 2005 6:07 pm
NOTE: With the closure of Star Wars Galaxies, the following Constitution is no longer in effect.
Regal Constitution
1.) One must always respect those in the Regal Imperial Defenders and the Galactic Empire it serves. Subjects of Empire, including all civilians, shall be respected as well. However, terrorists aiding the Alliance to Restore the Republic must be shown justice at all costs.
2.) One must always make an effort to wear professional Imperial attire during on-duty, non-combat situations. One must also make an effort to color some personal possessions, such as vehicles, droids, and clothing, in the colors of red and black to openly express their loyalty to the Regal Imperial Defenders, and the Emperor they serve.
3.) One must never show mercy to a Special Forces Rebel in combat, unless a higher authority orders a cease fire on the said target, or engaging the said target would endanger the lives of fellow soldiers, within, or outside the Regal Imperial Defenders. Otherwise, all Rebel targets and insurgents must be wiped out, as they are a clear threat to the Emperor's will.
4.) All non-Humans will not be barred against joining our organization, nor a specific role within our organization. If they have proven themselves loyal to the Galactic Empire, then they have the same equal rights as Humans in the Regal Imperial Defenders. However, non-Humans must respect the interests of the Galactic Empire itself, which holds higher penalties against those who are non-Human.
5.) Those rumored or proven to be spies within the Regal Imperial Defenders will be immediately interrogated. Infiltration issues will always be resolved within the Regal Imperial Leadership secretly. This is to remove the element of chaos if the majority of the Regal Imperial Defenders were to discover a member is, or possibly is a spy. One will be considered a traitor and/or spy if he/she is involved (or presumed to be involved) in at least one of the following: bribery, conspiracy, terrorism, and/or sedition. One is not necessarily limited to those previous actions to be considered a spy and/or traitor. One must consult the Regal Imperial Leadership for a direct list of full charges relating to treason and/or infiltration. Once enough evidence is mounted to punish the individual(s), he/she will be immediately punished in secret by the Regal Imperial Leadership (usually in the form of removal), or be brought to the Emergency Judgment Council for an in-depth courtroom trial, as indicated in Article Ten (10) Section One (1) of the Regal Constitution.
6.) Protesting in an extreme form is an act of treason, and those who participate in it will be viewed as traitors and/or spies, as indicated in Article Five (5) of the Regal Constitution. Those who protest the fine interests of their Emperor and/or the Regal Imperial Defenders will be punished depending on the circumstances. Protesting leads to an increase in traitors, controversy, and panic. Those who openly spread their views may offend those who hold conflicting views. All controversial opinions and/or complaints must be reported to the Regal Imperial Leadership in private only. This will speed up the process of solving the problem, and it will be carried out in a peaceful and civilized manner.
7.) One who refuses to follow the legitimate orders of their commanding officers (unless it conflicts with the orders of a higher authority, or the Regal Constitution) will be penalized for the charge of insubordination, depending on the circumstances. One who is charged for insubordination may or may not be considered a traitor as indicated in Article Five (5) of the Regal Constitution.
8.) Removing oneself from the Regal Imperial Defenders can be used as a weapon to create chaos in our organization. Therefore, those who wish to rejoin our organization after leaving will usually only be given one final and reluctant chance. A member who leaves twice, and then wishes to return, will most likely not be reaccepted. However, if the member was removed by the Regal Imperial Leadership, the member may be invited back into the organization if seen fit by the Leader of the Regal Imperial Defenders, and the Leader only. If a member wishes to leave temporarily, he/she must notify the Leader and the Leader only that he/she wishes to get on-leave from the Regal Imperial Defenders for a temporary and legitimate reason. If the reason was legitimate, and the request was approved, he/she may be freely reaccepted by the Leader or any other Defender who holds the power to recruit. However, if a member leaves twice, both without legitimate reason; the only way to return is if brought to the Emergency Judgment Council for evaluation by the Leader and Council member. This would typically be an expedited trial, as indicated in Article Ten (10) Section Two (2) of the Regal Constitution. A member may forfeit their right to an expedited trial if they have a past history of unruly behavior. In this case, an in depth courtroom trial is more probable as indicated in Article (10) Section One (1).
9.) If the Leader of the Regal Imperial Defenders cannot, or will not make a final decision pertaining to any particular issue, significant or insignificant, within the organization; then it is up to the Executive Council to collaborate. The Council consists of four Defenders, selected by the Leader and the Leader only. However, the Leader may base his decision on recommendations from other Council members or Defenders. The Leader may or may not appoint one of the Council members to act as the Executive Chairman. The Executive Chairman holds additional powers, such as the ability to expel members or wage war. The Executive Council acts in the Leader’s stead should he go on-leave from his duties for any specified period of time.
10.) At times, it may be deemed appropriate to carry out an organized decision-making process before the enlisted members of the Regal Imperial Defenders. This decision-making process is a trial carried out by the Emergency Judgment Council. The Emergency Judgment Council is staffed by the four members of the Executive Council. If at least one of the Council members cannot attend the ruling during a particular time and date, then a backup will be appointed by the Leader and the Leader only. Recruiters or veterans of the Regal Imperial Defenders will usually be appointed as backups. If no replacement can be found, the trial may be rescheduled to a later date. The Emergency Judgment Council may carry out two types of trials: 1.) A courtroom trial (for urgent issues), or 2.) An expedited trial (for minor issues). The courtroom trial consists of the four Council members, who act as judges. Also included in the trial are the defendant and the prosecutor. Appellant may hire any person, within or outside the Regal Imperial Defenders, to represent him/her as a representative. The appellee may do the same. More than one person may also be tried during the same trial.. An audience will be in attendance merely to verify that a fair ruling took place. Once evidence has been presented to the representatives, the Council will vote. They will state “guilty” or “not guilty.” If the Council ties, the Leader will act as the fifth vote. If ruled guilty, the Council or the Leader may administer a punishment. Punishments may include dismissal from the Regal Imperial Defenders, demotions, or probations. An expedited trial merely consists of the four Council members, and the appellant. The appellant gives his/or testimony and the Council members will openly speak about their opinion and final ruling.
11.) Bounty hunting fellow Imperials is strictly prohibited. It may only be authorized during extremely extraordinary circumstances by the Leader and the Leader only, such as when the Imperial mark has been involved in illegal activities (such as theft or harassment). Any violation of this regulation will be met with immediate removal without questioning or trial in the majority of cases. If a member removed for the charge of same faction bounty hunting wishes to return to the Regal Imperial Defenders at a later date, he/she must be brought to the Emergency Judgment Council for approval. Due to the serious nature of the situation, the trial may be an in depth courtroom trial rather than an expedited trial, as indicated in Article Nine (10) Section One (1) of the Regal Constitution. If any individual wishing to join the Regal Imperial Defenders has any past history of same faction bounty hunting (even if the individual was never enlisted with the Regal Imperial Defender in the past), he/she will be monitored with extreme prejudice. The individual will most likely not be able to join our organization following an in-depth interview. The only exception is if the said individual was a member of the Alliance to Restore the Republic, and was bounty hunting other members of the Alliance. Even so, the individual will be monitored for having been a member of the Alliance in the past. If an Imperial bounty hunter happens to be attacking a member of the Regal Imperial Defenders, then that member has every right to defend, attack, incapacitate, and kill the enemy.
12.) Any form of democratic election or hostile takeover is strictly prohibited. Elections for the Regal Imperial Defenders are locked, so an election of that form is simply impossible unless the Leader goes missing in action for three or more months. If the Leader should go missing in action for three or more months without notifying any member of the Regal Imperial Defenders, the Executive Council must meet up (preferably with the entire organization) to agree on a successor. Once an agreement is reached, the successor may register as Leader of the Regal Imperial Defenders. If the previously incumbent leader returns from his disappearance, control should be reinstated. The capital of the Regal Imperial Defenders, currently (Fort Oasis) on (Tatooine) is to always be managed by the Leader of Regal Imperial Defenders. While electoral processes are technically permitted for city elections, they are in violation of the Regal Constitution. Any candidate running against the legal incumbent will be charged with high treason as indicated in Article Five (5) and be met with immediate removal from the Regal Imperial Defenders. This charge will be withheld if the candidate immediately steps down, or the candidate is not a member of the Regal Imperial Defenders. Should the candidate refuse to step down, all citizens are required to either vote for the incumbent, or abstain.
13.) Newly accepted members of the Regal Imperial Defenders shall be aware that they are eligible for removal without warning during their thirty (30) day trial period. This trial period is designed to determine whether or not a new recruit is a suitable member of the Regal Imperial Defenders. Once the thirty days has expired, the member will be considered a fully enlisted Defender. If a newly accepted member is removed during the trial period, they may request an explanation. If they wish to rejoin the Regal Imperial Defenders after being removed, they must meet with the Executive Council to reverse the decision. This reversal will be determined in an expedited ruling as indicated in Article Ten (10) Section (2) of the Regal Constitution. If a trial member leaves the organization willingly during the thirty days, they have forfeited their time spent with the organization, and will have to undergo another full thirty days trial period if they wish to rejoin. Certain individuals may be exempt from trial periods, depending on the circumstances.
14.) The Leader and the Leader only withholds the right to amend, append, or remove certain Articles within the Regal Constitution as seen fit. Amending or removing Articles of the Regal Constitution are rare, yet additions may be commonly performed depending on the circumstances.
15.) One should always know and accept that the Regal Imperial Defenders is, and always will be, a Constitutional Monarchical Hierarchy, under the Regal Imperial Leadership, and Emperor Palpatine himself.
