Apparently it's on TC now. A character called Navari Trik resides near the Mos Eisley cantina. She gives out the painting for free.

You can choose to have 1 of each painting (Imperial and Rebel) or 2 of the same painting (Imperial and Imperial). So on each character you have you can have 2 paintings maximum from the NPC.
